How to submit cards to PSA

Three decisions come before anything is packed: what each card is declared at, which service level that puts it on, and how many submission forms the box carries. PSA’s own site takes the order.

1. The declared value picks the level

What you declare is what the card would sell for once graded, so it depends on the grade you expect — your call, not SlabScore’s. Each PSA level insures a card up to a ceiling; the level to price is the cheapest one that covers the declared value. The level also sets how long PSA takes (turnaround).

¹ The cheapest level that covers it, Value (1980-Present), is paused. PSA’s market prices as recorded: Umbreon VMAX 2026-07-28 · Gyarados 2026-09-21 · Charizard ex, Umbreon ex and Giratina V 2026-09-24.

  • The Umbreon ex’s PSA 10 market is over what Super Express insures, so its level is Walk-Through.
  • Today’s price for every level: PSA’s grading levels.

2. Declared over a level’s cover, PSA bills the difference

Of the five companies SlabScore compares, PSA is the only one that bills for a card declared over its level’s cover; the others insure it only up to the cover, and BGS sets none. Send the Umbreon ex on Super Express at its PSA 10 market and PSA adds an upcharge. SlabScore does not have PSA’s rate for that charge, so it flags the upcharge and never estimates it.

3. One level per form, several forms per box

PSA’s FAQ: each service level needs its own submission form and its own charges, and the forms can travel in one box. Declared at their PSA 10 markets, the five cards are four forms:

  • Declared at their PSA 9 markets, on levels open today, the same five cards are three forms: Express, Standard for three cards and Regular.
  • PSA returns each form’s cards separately; postage is per box, not per form.

4. Paused levels

PSA lists four levels it is not taking cards at: Value Bulk (Collectors Club only as well), Value (1980-Present), Value Plus and Value Max. The cheapest level open today is Standard. SlabScore still prices a paused level and marks it paused; the grading-cost calculator also names the cheapest open one. PSA’s Reholder puts an already graded card in a new case and gives no grade, so a raw card is never priced at it (reholder).

5. On PSA’s side: the order and the box

From PSA’s shipping guide, read 2026-10-05; PSA’s pages are the authority.

  1. Create the order on PSA’s site, choosing the service level and entering each card with its declared value. Print the submission form and the confirmation page it gives you.
  2. Put each card in a clear penny sleeve, then a semi-rigid holder, both sides visible. No toploaders, tape, pull tabs or sticky notes.
  3. Stack the cards in the exact order of the form, item 1 on top. PSA asks for this so the turnaround is met.
  4. Put the stack between two cardboard dividers held with 2–3 rubber bands, wrap it, and pack it in a new box with the gaps filled.
  5. The printed form goes inside the box. Several submissions in one box are each bundled separately.
  6. Seal every seam with packing tape, and put the tracking label from the confirmation page on the outside with its barcode visible — on the box, not in a label pouch.
